In order to use OctaneRender for DAZ Studio, it needs to be activated online; this means it needs to access the Internet at least once for this purpose. For regular use Internet access is not required but recommended.
To access community made materials from the so-called OctaneLive DB, the plugin will need to access the Internet to download material data.
